At this stage, non-Arabic speakers are prepared and prepared to study at the college, with the aim of completing their qualification in the Arabic language and Islamic studies, through specific courses that meet the needs of students with a general and religious secondary school certificate.
The duration of study at the institute is two years, and a specialized committee conducts a placement test for accepted students. Based on the exam results, the committee recommends dividing the students into three groups: a group assigned to study at the college, a group studying at the institute for one year, and a group studying for two years.
The institute is taught by an elite group of official and collaborating teachers who have the educational and pedagogical experience to teach at this stage.
This stage began with the establishment of the college in 1974 AD, in which students study the prescribed subjects distributed over four years.
This department aims to train and qualify students professionally through theoretical and practical programs in the professions of carpentry, general electricity, home electricity, auto mechanics, refrigeration and air conditioning, electronics, and computers.
All students are enrolled in this department according to their desires and backgrounds about the profession they choose, and the study is in the evening period according to the schedule prepared for this purpose.
The teaching in this department is undertaken by an elite group of engineers and technicians through cooperation with the college administration, and the training workshops have been equipped with the necessary requirements.
In the academic year 2001 and 2002, the college committee decided to work on the specialization, where students study the subjects prescribed for the first and second years in general, and begin specialization in the third and fourth years in the following departments: Arabic language, Quranic studies, advocacy and civilization.
The Department of Education and General Subjects supervises the teaching of educational sciences, psychology, scientific research, practical education, graduation projects, and general subjects such as: history, geography, Islamic media, foreign languages, Islamic civilization, Orientalism and Islamic missionary work, and the biography of the Prophet.
Teaching at the College of Islamic Propagation and its affiliated rehabilitation institute is currently limited to the national element, and professors are subject in their financial and administrative transactions to the regulations and laws in force in the World Islamic Propagation Society.
The faculty members consist of two types of professors: official professors and associate professors affiliated with Libyan universities and scientific research centers, and faculty members are selected according to the scientific conditions and rules stipulated in the college regulations.
Within the framework of the college’s mission and modern vision aimed at keeping pace with the age of science and knowledge production, and developing it to prepare professional preachers, in 2004 and 2005, the scientific departments were opened: Information Technology, Economics and Accounting, and Finance and Banking.
The study in this department began in 1986 with a master's degree, and in 1995 the first doctoral thesis was discussed, and the number of approved theses until 2014 exceeded (200) theses in the specializations of Islamic studies, Arabic language, advocacy and civilization.
The college's publications include: The college magazine, which is a refereed magazine issued annually, and the twenty-seventh issue has been published so far. It also printed and published the heritage series, a group of master's and doctoral theses, and some curricula written by some faculty members.
